English summary · includes the ending
A cat called Miauragato hunts the mice so fiercely that they hold a meeting in Ratópolis to find a solution. Roequeso, a mouse who speaks very well, suggests putting a small bell on the cat. Its sound would warn the mice whenever their enemy came near, giving them time to escape.
Every mouse approves the plan. However, agreeing on the idea leaves another question unanswered: who will actually put the bell on the cat? Nobody is willing to do it. One mouse says he cannot see well, another says he is too old, and another says he is ill.
The meeting ends without the plan being carried out. Samaniego compares this with human meetings, where people suggest an excellent project, approve it and then prepare another. Making plans and agreeing on them can seem impressive. The difficult part, which remains unresolved, is turning those approved plans into action.
